Title: Prohibits State Test Scores from Teacher Evaluations

  • Prohibits state-created and administered english and math assessments for grades 3 through 8 from being utilized in a teacher or principal evaluation (Sec. 1). 

  • Requires the State Education Commissioner to promote rules and regulations providing alternative assessments that may be used in grades 3 through 8 instead of state-created or administered tests (Sec. 1). 

  • Requires the selection and use of an assessment in a teacher or principal’s evaluation to be subject to collective bargaining as it pertains to article 14 of the civil service law (Sec. 1). 

  • Specifies that nothing in this bill will interfere with currently ongoing collective bargaining agreements and that the local collective bargaining representative will negotiate with the district the selection and use of an assessment in a teacher or principal’s evaluation (Sec. 1).
