Vote to pass a bill that expands control over the Atlanta Airport from the city to the state.

Highlights:

• Defines “commercial airport” as any airport in this state with at least 300 commercial passenger boardings or enplanements in a calendar year (Part I, Sec. 1).

• Establishes the Major Airport Legislative Oversight Committee to be comprised of qualified Representatives and Senators in related committees (Part I, Sec. 1). 

• Requires the state auditor, the Georgia Department of Transportation, the Department of Economic Development, and the Attorney General to make their resources available to the committee (Part I, Sec. 1). 

• Authorizes the committee to oversee and manage any local government authority overseeing a commercial airport and discharge its duties to authorized personnel in a timely manner (Part I, Sec. 1).

• Requires the committee to on or before January 1 of each year, submit a report to the General Assembly over its findings and recommendations based upon their review on the operations and services of the local government and authority (Part I, Sec. 1).

• Requires the review of any local authority overseeing a commercial airport providing aviation and related services evaluate services related to the following, including (Part I, Sec. 1):

• Public safety;

• Prudent, legal, and accountable expenditure of public funds;

• Equitable and transparent procurement practices for the provisions of services at the airport; and

• Efficient operating procedures.

• Authorizes an excise tax of $0.005 per gallon levied on all jet fuel that is exempt from previous acts imposed on the distributor (Part I, Sec. 1).

• Defines “distributor” as every person other than United States or any of its agencies that does the following, including (Part I, Sec. 1):

• Produces, refines, prepares, distills, manufactures, blends, or compounds jet fuel in this state;

• Makes the first sale in this state of any jet fuel imported into this state after such jet fuel has been received in the state;

• Purchases jet fuel for export from this state; or

• Imports jet fuel into this state for production, refining, preparation, distilling, manufacturing, blending, compounding, consumption, or use within this state.
