Vote to pass a bill that authorizes the Attorney General to advertise that state funds generated by license plate fees can be appropriated to "Choose Life Grants", effective September 1, 2019.

Highlights:

• Authorizes the Attorney General to advertise that the fees paid for the issuance of a license plate can be used to fund grants for eligible organizations, provided that the money does not exceed 2 percent of the amount of gross receipts deposited to the Choose Life account during the preceding state fiscal year (Sec. 1).

• Cites section 402.036 of Texas Government Code, which defines “eligible organization” as an organization in the state that (Sec. 1):

• Is exempt from federal income taxation by being listed as an exempt charitable organization;

• Provides counseling and material assistance to pregnant women who are considering placing their children for adoption;

• Does not charge for services provided;

• Does not provide abortions or abortion-related services, or make referrals to abortion providers;

• Is not affiliated with an organization that provides abortions or abortion-related services, or makes referrals to abortion providers; and 

• Does not contract with an organization that provides abortions or abortion-related services, or makes referrals to abortion providers.
