    • One member appointed by the Department of Public Safety and Corrections and one member appointed by Pelican Institute for Public Policy;

    • One member appointed by the Southern Poverty Law Center and one member appointed by the Public Affairs Research Council;

    • One member appointed by the American Civil Liberties Union (ACLU) of Louisiana and one member appointed by the Louisiana American Federation of Labor-Congress of Industrial Organizations (AFL-CIO);

    • One member appointed by the Louisiana Supreme Court and one member appointed by the Louisiana Survivors for Reform;

    • One member appointed by the Louisiana District Attorney’s Association and one member appointed by the Louisiana Judicial Council; and

    • One member appointed by the Council of Peace Officers Standards and Training and one member appointed by the Sexual Trauma Awareness and Response (STAR); and

    • One member appointed by the Integrated Criminal Justice Information System Policy Board (ICJIS).

  • Specifies that the task force will be subject to the Open Meetings Law and must meet at least quarterly for one year, with the initial meeting being no later than November 30 (Sec. 1).

  • Requires the task force to discuss and report on the following topics relating to the collection of data and information by law enforcement agencies (Sec. 1):

    • Current methods of data collection inside and outside the state of Louisiana;

    • Current methods of reporting data outside the state of Louisiana;

    • Methods of utilizing data collection and reporting to improve public safety, community engagement, and public confidence in law enforcement;

    • The manner in which rural and small town law enforcement agencies comply with data collection requirements in other states;

    • Recommendations on the expansion of data collection and reporting;

    • Possible methods of transferring collected data by law enforcement agencies for aggregated presentation;

    • Current policies against racial profiling utilized by individual law enforcement agencies; and

    • Cost analysis for the collection of extensive data, including, but not limited to:

      • Traffic and pedestrian stops;

      • Clearance rates and execution of no-knock warrants;

      • Use of special weapons and tactics team; and

      • The use of force.
