Vote to pass a resolution that establishes rules and procedures for the Senate impeachment hearings of President Donald Trump.

Highlights:

• Requires the House of Representatives to file its record of publically available materials that have been submitted to or produced by the House Judiciary Committee, including transcripts of public hearings, with the Secretary of the Senate.

• Specifies that the president and the House have until 9:00 am on Wednesday, January 22, 2020, to file any motions permitted under the rules of impeachment, with the exception of motions to subpoena witnesses or documents or any other evidentiary motions. 

• Requires any motions to be filed no later than 11:00 am on Wednesday, January 22, 2020.

• Specifies that arguments on such motions will begin on Wednesday, January 22, 2020, and each side may determine the number of persons to make its presentation, after which the Senate will deliberate and if so ordered, vote on any motions made. 

• Specifies that following the disposition of such motions, the House will make its presentation in support of the articles of impeachment for no more than a 24-hour period, over up to 3 session days. 

• Requires the president to make his presentation for no more than a 24-hour period, over up to 3 session days following the House’s presentation.

• Authorizes senators to question the parties for up to 16 hours upon the conclusion of the president’s presentation.

• Specifies that upon the conclusion of Senate questioning, there be 4 hours of argument by the parties, equally divided, followed by deliberation by the Senate on the question of whether it will consider and debate any motion to subpoena witnesses or documents.

• Requires the Senate to then decide by a vote whether it will consider and debate any motion to subpoena witnesses or documents. 

• Specifies that, following the disposition of that question, other motions provided under the impeachment rules will be in order. 

• Species that if the Senate agrees to allow either the House or the president to subpoena witnesses, the witnesses must first be deposed and the Senate will decide after deposition which witnesses will testify.

• Specifies that at the conclusion of deliberation by the Senate, the chamber will vote on each article of impeachment.
