Highlights:

 

  • Defines “broker” as a person, agency, association, corporation, partnership, institution, society, or organization that knowingly seeks to introduce or to match a mother with a commercial surrogacy recipient for the purpose of initiating, assisting, or facilitating commercial surrogacy (Sec. 1). 

  • Prohibits a broker who knowingly engages in, advertises services for, offers payment of, profits from, solicits a woman for, or otherwise assists or participates in commercial surrogacy (Sec. 2).

  • Specifies that anyone who violates the previous highlight is guilty of a class 1 misdemeanor (Sec. 2).

  • Establishes an interim legislative committee to study and evaluate surrogacy within the state and will be supervised by the Executive Board of the Legislative Research Council (Sec. 4).
