Highlights:

 

  • Appropriates from the general fund to the department of human services for fiscal year 2019-2020 (Sec. 1):

    • $88.98 million to supplement the appropriation for medical assistance program reimbursements and associated costs;

    • $1.74 million to supplement the appropriation for maintenance of the healthy and well kids in Iowa program; and

    • $595,000 to supplement the appropriations for the state resource center at Glenwood.

  • Appropriates 10 percent of the balance of the Iowa economic emergency fund at the close of the 2019-2020 fiscal year to the department of management for the period beginning on the effective date of this division of this act, and ending August 31, 2020 (Sec. 11).

  • Specifies that the time requirements and minimum school day requirements are waived for a school district or accredited nonpublic school closed or that closes on or before April 12, 2020, in order to prevent the spread of COVID-19 (Sec. 13).

  • Authorizes the governor to waive the instructional time requirements and the minimum school day requirements for a school district or accredited nonpublic school that is closed or closes after April 12, 2020, in order to prevent or contain the spread of COVID-19 (Sec. 13).
