Vote to concur with senate amendments and pass a bill that expands school breakfast programs.

Highlights:

• Authorizes public schools with 70 percent or more of students qualifying for free or reduced lunch to use an alternative breakfast model starting with the 2020-21 school year (Sec 220.2).

• Authorizes public schools with 50 percent or more of students qualifying for free or reduced lunch to use an alternative breakfast model starting with the 2021-22 school year (Sec 220.2).

• Authorizes public schools with 30 percent or more of students qualifying for free or reduced lunch to use an alternative breakfast model starting with the 2022-23 school year (Sec 220.2).

• Authorizes schools to apply for a waiver from the state board if their service model causes undue hardship (Sec 220.2).

• Requires the state board to provide guidance to schools implementing the Start Smart Utah Program (Sec 220.2).

• Defines “public school” as a school under the control of a school district, a charter school, or Utah Schools for the Deaf and the Blind (Sec 205.1).

• Defines “alternative breakfast service model” as a method of serving breakfast to a student after the instructional day begins (Sec 205.1).

• Defines “traditional breakfast service model” as a method of serving breakfast to a student before the instructional day begins ( Sec 205.1).
