Vote to concur with the governor's recommendations and pass a bill that authorizes non-US citizens to obtain driver's licenses.

Highlights:

• Authorizes the Department of Transportation to issue to an individual not eligible for a driver’s license, a driver privilege card if they have reported income and deductions from Virginia sources and have been claimed as a dependent on an individual income tax return (Pg. 28).

• Specifies that driver privilege cards or permits shall have the same privileges and be subject to the same provisions of this title as a driver’s license, and permits the following conditions and exceptions (Pg. 28):

• The front of the driver privilege card shall be identical in appearance to a driver’s license or permit and the back be identical to a limited-duration license;
