Title: Requires the Establishment of Plans to Reduce Homelessness

Vote to pass a bill that requires the Department of Housing and Community Development (HCD) to assist state and local agencies in developing plans to reduce homelessness.

Highlights:

 

  • Establishes the Office of the Housing and Homelessness Inspector General (Sec. 5). 

  • Authorizes the aforementioned Inspector General to hold the state, local agencies and cities accountable to their plans to end homelessness (Sec. 5). 

  • Requires the state, local agencies and cities to reduce homelessness in their jurisdiction by 90 percent by December 31, 2028 (Sec. 5). 

  • Requires local agencies to submit a county-level plan to meet annual benchmarks on or before January 1, 2022 (Sec. 5). 

  • Establishes that the Inspector General will use the following criteria to determine taking action on a municipality (Sec. 5):

    • The number of people experiencing homelessness that are living in permanent housing;

    • The number of people entering homelessness;

    • The number of people diverted from the homeless system; and

    • How consistent actions are with the best practices to combat homelessness.
