Title: Ryan White CARE reauthorization Act of 1995

Vote to adopt a conference report that upholds United States policy regarding AIDS and HIV by extending the Ryan White CARE Act of 1990 through 2000.

Highlights:

  • Provides grants to cities and states to fund treatment services for AIDS victims and their families.
  • Revises the formula for allocation of funds and grants, including criteria based on the number of people living with AIDS in a city and the cost of providing services.
  • Requires each city with a population of at least 500,000 and to have at least 2,000 cases of HIV/AIDS within a 5 year period in order to be eligible for emergency relief grants.
  • Prohibits the Secretary of Health and Human Services from providing grants to any state which does not take action to require HIV positive individuals to make a "good faith" effort to notify former or present spouses of their exposure to HIV.
  • $10 million for states to test and counsel pregnant women for the HIV virus.
  • Mandates that the total amount of funds for AIDS and HIV may not exceed the total amounts expended for activities related to cancer.
  • Prohibits the funding of programs designed to promote or encourage intravenous drug use or sexual activity.
