Highlights:

 

  • Specifies that if a deficit in the Education Fund is projected or created for the 2021 fiscal year, it is the intent of the general assembly to address the deficit as follows, including (Sec. 2):

    • Using federal funds to the greatest extent possible;

    • Applying reversions;

    • Drawing down the stabilization reserve;

    • Using other sources of revenue;

    • Reducing costs; and

    • Using any other source of funding, including making appropriations.

  • Authorizes the state treasurer to use interfund loans from the General Fund for the purpose of making payments into the Education Fund and specifies that the loans must be repaid by June 30, 2026 (Sec. 3).

  • Appropriates $148,755.50 to the Education Fund for the Thetford School District in the fiscal year 2021 to compensate the homestead taxpayers of the school district for the overpayment in the previous year (Sec. 4).

  • Appropriates $48,081.57 to the Education Fund for the Town of Barnard and Barnard School District in the Fiscal Year 2021 to compensate taxpayers for overpayment in the 2020 fiscal year (Sec. 4).

  • Appropriates $275,462.82 to the Education Budget for the Windsor Central Unified Union School District in the fiscal year 2021 to compensate taxpayers for overpayment in the 2019 fiscal year (Sec. 4).
