Highlights:

 

  • Requires the Joint Committee to arrange for the removal of persons who served as an officer or voluntarily with the Confederate States of America or of the military forces or government of a state while it was in rebellion against the United States, no later than 120 days after the enactment of this bill (Sec. 3).

  • Requires the Architect of the Capitol to arrange the transfer and delivery of any statue removed under this section to the Smithsonian Institution unless the state that originally provided it to the Capitol requests and agrees to pay for its return (Sec. 3).

  • Appropriates $5 million to carry out the requirements of this bill, of which (Sec. 3):

    • $2 million will be made available to the Architect of the Capitol; and

    • $3 million will be made available to the Smithsonian Institution.

  • Requires the Joint Committee on the Library to remove the bust of Roger Brooke Taney in the Old Supreme Court Chamber of the US Capitol no later than 45 days after the enactment of this bill (Sec. 1).

  • Requires the Joint Committee to enter into an agreement to obtain a bust of Thurgood Marshall no later than 2 years after the enactment of this bill (Sec. 1).

  • Requires the Joint Committee to place the new bust of Marshall in the location in the Old Supreme Court Chamber where the bust of Roger Brooke Taney was located prior to removal  (Sec. 1).

  • Requires the Joint Committee to remove the statue of Charles Brantley Aycock, the statue of John Caldwell, the statue of James Paul Clarke, and the bust of John Cabell Breckinridge from any area of the US Capitol that is accessible to the public (Sec. 2).

  • Requires the Architect of the Capitol to keep any statue or bust that has been removed under this section in storage until it can be returned to the state that originally provided it to the Capitol (Sec. 2).
