Vote to pass a bill that appropriates funding for the Department of State, foreign operations, and related programs.

Highlights:

• Appropriates $9.19 billion to the Department of State and the Foreign Service (Division A, Title I).

• Appropriates $3.3 billion to the Foreign Military Financing Program for grants for advanced weapons systems for Israel (Title IV).

• Appropriates $1.36 billion to the US Agency for International Development (Division A, Title II).

• Appropriates $1.28 billion to International Organizations and Programs that prevent, prepare for, and respond to the coronavirus and to support the United Nations Global Humanitarian Response Plan COVID-19 (Title VII).

• Authorizes the Administrator of the US Agency for International Development to establish a program to provide funding for projects to help build the foundation for peaceful co-existence between Israelis and Palestinians and for a sustainable two-state solution, known as the People-to-People Partnership for Peace Fund (Title IX, Sec. 9004).

• Appropriates $50 million to carry out the provisions of the Middle East Partnership for Peace Act for each of the first 5 fiscal years beginning after this bill’s enactment (Title IX, Sec. 9008).

• Appropriates $750 million for family planning and reproductive health (Title VI, Sec. 7068).

• Specifies that in order to reduce reliance on abortion in developing nations, funds will be available only to voluntary family planning projects which offer information about access to a broad range of family planning methods and services (Title VI, Sec. 7068).

• Appropriates $225 million for programs in the West Bank and Gaza (Division A, Title III).

• Appropriates $118.94 million to the World Health Organization (Division A, Title I).

• Appropriates $30 million to support people-to-people reconciliation programs that bring together individuals of different ethnic, religious, and political backgrounds from areas of civil strife and war, including cross-border programs between Israelis and Palestinians (Title VI, Sec. 7060).

• Appropriates $20 million to strengthen democracy and civil society in central Europe, including for transparency, independent media, rule of law, minority rights, and programs to combat anti-Semitism (Title VI, Sec. 7047).

• Appropriates $5 million for refugee resettlement in Israel provided that funds be apportioned to the Bureau of Population, Refugees, and Migration within the Department of State (Division A, Title II).

• Prohibits any of the funds appropriated by this bill from being used to assist the central government of a country that the Secretary of State determines has taken affirmative steps intended to support the Russian Federation annexation of Crimea or other territories in Ukraine (Title VI, Sec. 7047).

• Prohibits any funds under this act from being appropriated to support a Palestinian state unless the Secretary of State determines and certifies that (Title VI, Sec. 7036):

• The governing entity of a new Palestinian state:

• Has demonstrated a firm commitment to peaceful co-existence with the state of Israel; and

• Is taking appropriate measures to counter terrorism and terrorist financing in the West Bank and Gaza, including the dismantling of terrorist infrastructures, and is cooperating with appropriate Israeli security organizations; and

• The Palestinian Authority is working with other countries in the region to vigorously pursue efforts to establish a just, lasting, and comprehensive peace in the Middle East that will enable Israel and an independent Palestinian state to exist within the context of full and normal relationships, which should include: 

• Termination of all claims or state of belligerency;

• Respect for and acknowledgment of the sovereignty, territorial integrity, and political independence of every state in the area through measures including the establishment of demilitarized zones; 

• Their right to live in peace within secure and recognized boundaries free from threats or acts of force; 

• Freedom of navigation through international waterways; and

• A framework for achieving a just settlement of the refugee problem.

• Prohibits any funds under this act from being appropriated to the Government of Cambodia unless the Secretary of State determines that such government is taking effective steps to (Title VI, Sec. 7043):

• Strengthen regional security and stability, particularly regarding territorial disputes in the South China Sea and the enforcement of international sanctions with respect to North Korea; 

• Cease violence and harassment against civil society in Cambodia, including the political opposition, and dismiss any politically motivated criminal charges against those who criticize the government; and

• Respect the rights, freedoms, and responsibilities enshrined in the Constitution of the Kingdom of Cambodia as enacted in 1993.

• Prohibits any funds appropriated under this act from being used to enter into any new contract, grant, or cooperative agreement with domestic and international Trump companies and other various organizations (Title IX, Sec. 9011).

• Prohibits any funds made available by this act from being used to withdraw the US from the World Health Organization (Title IX, Sec. 9015).

• Prohibits any funds provided in this act from being used to offer tracts available for oil and gas leasing in the Arctic National Wildlife Refuge (Title V, Sec. 503).

• Prohibits any funds made available by this act from being used to complement, administer, or enforce the “variety” requirements of the final rule entitled “Enhancing Retailer Standards in the Supplemental Nutrition Assistance Program (SNAP)”(Title VII, Sec. 727).
