Title: Training Programs bill
Vote Smart's Synopsis:
Vote to pass a bill that authorizes three block grants to states for vocational and technological education, for adult education and literacy, and for job training activities aimed at disadvantaged youth.
Highlights:
- Extends appropriations for Basic Vocational Rehabilitation Services programs through fiscal year 2004.
- Stipulates that eligible agencies submit plans for a 3-year period to the state in order to apply for funding in the following 3 areas:
Vocational, Technological and Tech- Prep Education
- Prohibits use of funds to push any secondary student into a specific career path or major.
- Requires the Secretary of Education to establish and publish measures of performance to assess the progress of vocational programs.
