Vote to concur and pass a bill that authorizes school districts to bill school-based services for Medicaid-eligible students.

Highlights:

 

  • Authorizes each school district with 25 or more Medicaid-eligible students receiving special education programs and services to bill the department of health for the costs of any special education program and service provided to the district’s students, beginning July 1, 2021 (Sec. 1).

  • Requires the department of health to provide payment to each eligible school district as soon as possible for the costs of approved services (Sec. 1).

  • Specifies that the number of Medicaid-eligible students receiving special education programs and services for a school year will be determined by the department of education using data from October 1 of the immediately preceding school year (Sec. 1).

  • Specifies that services and supplies authorized for medical assistance under this bill include (Sec. 1):

    • The professional services of a school psychologist; 

    • The professional services of a school social worker; and

    • School-based services delivered pursuant to an individualized educational program, including services:

      • Provided by an otherwise enrolled Medicaid provider type; 

      • Provided by a licensed professional in a school setting; or

      • Otherwise covered under this bill to support the delivery of special education programs and services.
