Title: Establishes a Prescription Drug Monitoring Program
Vote to adopt a conference report that establishes a prescription drug monitoring program (PDMP).
Establishes the Joint Oversight Task Force for Prescription Drug Monitoring to supervise the collection and use of patient dispensation information (Sec. 195.450).
Requires the following dispensation information to be submitted to a vendor (Sec. 195.450):
The pharmacy’s Drug Enforcement Administration (DEA) number;
The date of the dispensation;
The prescription number or other unique identifier if there is a prescription;
Whether the prescription is new or a refill;
The prescriber’s DEA or National Provider Identifier number;
The National Drug Code for the drug dispensed;
The quantity and dosage of the drug dispensed;
The patient’s identification number including their driver’s license or insurance number; and
The patient’s name, address and date of birth.
Requires dispensers on January 1, 2022 to begin phasing into reporting dispensing information in real time (Sec. 195.450).
Requires vendors on August 28, 2022 to maintain individual dispensation information obtained under Section 195.450 for a maximum of 3 years from the date of dispensation (Sec. 195.450).
Prohibits the disclosure of patient dispensation information to local, state, or federal law enforcement or prosecutorial officials, both in and outside Missouri (Sec. 195.450).
Authorizes the Joint Oversight Task Force to promulgate rules and regulations to implement this section (Sec. 195.450).
