Highlights:

 

  • Specifies that authorization is not necessary when the following occurs (Sec. 417):

    • when emergence services are benefits covered under this health plan; or 

    • When medically necessary transports for services that are related to the treatment or diagnosis of biologically-based mental illnesses. 

  • Requires department of health and human services to amend the income standards for eligibility for “in and out” medical assistance policy (Sec. 39).

  • Establishes the Opioid Abatement Trust Fund and specifies that is shall hold all opioid-related funds with the state treasurer as the trustee who can disperse the funds (Sec. 126).

  • Requires the commissioner of the department of health and human services to develop a state health assessment and improvement plan with an advisory council to assist (Sec. 126).

  • Requires the state health assessment to comply with the following requirements (Sec. 126):

    • describe status of health and well-being in-state;

    • Utilize input from local and state stakeholders from public forums;

    • Identify disparities that impact health, health outcomes, and access to care;

    • Map health care services delivery, utilization, collaboration, and identification of redundancies or gaps; and

    • To identify priorities for state health plans.

  • Requires the state health improvement plan to focus on the following strategies (Sec. 126):

    • Improve health outcomes and reduce inequities; and 

    • Strengthen public health and human delivery options.

  • Requires insurance coverage for long-term antibiotic therapy for tick-borne illnesses (Sec. 4115).

  • Requires all decisions about treatment for chronic pain patients to be made by treating practitioner based on evaluations of patients (Sec. 39).

  • Establishes the New Hampshire drug overdose facility review commission to review information and data regarding drug overdose facilities (Sec. 126).

  • Authorizes pharmacists to administer COVID-19 vaccine if one is available (Sec. 39).
