Vote Smart's Synopsis:

Vote to concur with Senate amendments and further amend a bill that authorizes a direct payment to most Americans, reinstates the $600 per week enhanced unemployment benefit through January 2021, and provides COVID-19 financial relief to state and local governments, among other provisions.

Highlights:

• Authorizes an additional rebate amount for eligible individuals for the 2020 taxable year (Division F, Title I, Subtitle A, Sec. 101).

• Defines “additional rebate amount” as, with respect to any taxpayer for any taxable year, the sum of (Division F, Title I, Subtitle A, Sec. 101):

• $1,200 ($2,400 in the case of a joint return); plus

• $500 multiplied by the number of dependents of the taxpayer.

• Defines “eligible individual” as any individual other than (Division F, Title I, Subtitle A, Sec. 101):

• Any nonresident alien individual; 

• Any individual with respect to whom a deduction under section 151 is allowable to another taxpayer for a taxable year beginning in the calendar year in which the individual’s taxable year begins; and 

• An estate or trust.

• Extends the $600 per week pandemic unemployment assistance benefit established in the Coronavirus Aid, Relief, and Econonic Security (CARES) Act through January 31, 2021 (Divison I, Title I, Sec. 102).

• Appropriates the following amounts to carry out activities under the Workforce Innovation and Opportunity Act (Title VIII):

• $485 million for grants to states for adult unemployment and training activities, including incumbent worker trainings, transitional jobs, on-the-job training, individualized career services, and supportive services;

• $518 million for grants to states for youth activities, including supportive services, summer employment for youth, and to facilitate remote access to training services; 

• $597 million for grants to states for dislocated worker employment and training activities, including incumbent trainings, transitional jobs, on-the-job training, individualized career services, supportive services, needs-related payments, and to facilitate remote access to training services; 

• $500 million for the dislocated workers assistance national reserve; and

• $25 million for migrant and seasonal farm worker programs, including emergency supportive services, and of which no less than $500,000 will be for the collection and dissemination of electronic and printed materials related to coronavirus to the migrant and seasonal farm worker population nationwide.

• Requires the Secretary of the Treasury to provide following amounts of financial assistance for pandemic relief to aviation workers, exclusively for the continuation of payment of employee wages, salaries, and benefits (Division Q, Sec. 103):

• Passenger air carriers, in an aggregate amount of up to $25 billion;

• Cargo air carriers, in an aggregate amount up to $300 million; and

• Contractors, in an aggregate amount up to $3 billion.

• Appropriates $75 billion to the Public Health and Social Services Emergency Fund to prevent, prepare for, and respond to the coronavirus and to carry out the COVID-19 National Testing and Contact Tracing Initiative (Title VII). 

• Appropriates $100 million to the Neighborhood Reinvestment Corporation (NRC) to make grants to provide housing counseling assistance to prevent and respond to the displacement of residents due to eviction, default of mortgages, or foreclosure of mortgages (pg. 242). 

• Appropriates the following amounts (Division E, Title, I, Sec. 103):

• $8 billion to pay principal and interest payments for certain disaster Economic Injury Disaster Loans (EIDL); 

• $1 billion to carry out Title V; 

• $1 billion to carry out section 603 and 607; 

• $57 million to carry out recovery assistance under the microloan program; 

• $15 billion to fund the establishment of the Small Business Local Relief Program within the Department of the Treasury to allocate resources to states, local governments, and Indian Tribes; and

• $10 billion to provide grants to independent live venue operators.

• Appropriates $75 million per year for fiscal years 2020 and 2021 for grants to state and local governments to assist them in planning, establishing, operating, coordinating, and evaluating projects of the Juvenile Justice and Delinquency Prevention Act (Division T, Title II, Part OO, Sec. 3063).

• Appropriates $25 million per year for fiscal years 2020 and 2021 for grants to provide rapid COVID-19 testing of arrestees, detainees, and inmates who are exiting the custody of a correctional facility prior to returning to the community (Division T, Title II, Part OO, Sec. 3064).

• Appropriates $3.7 billion for the Children and Families Services Programs to prevent, prepare for, and respond to the coronavirus, and must be used as follows (Divison A, Title VIII):

• $1.7 billion for making payments under the Head Start Act; 

• $100 million for Family Violence Prevention and Services grants; 

• $75 million for child welfare services; 

• $225 million for necessary expenses for community-based grants for the prevention of child abuse and neglect; 

• $100 million for the Child Abuse Prevention and Treatment Act state grant program; and

• $1.5 billion for grants to carry out the Low-Income Household Drinking Water and Wastewater Assistance program.

• Appropriates $500 million to to the National Institute of Allergy and Infectious Diseases to prevent, prepare for, and respond to the coronavirus until September 30, 2024 (Division A, Title VIII).

• Appropriates $200 million to the National Institute of Mental Health to prevent, prepare for, and respond to the coronavirus until September 30, 2024 (Division A, Title VIII).

• Requires the Secretary of the Treasury to take into consideration (Division O, Title VII, Sec. 704):

• Increasing the availability of affordable credit for consumers, small businesses, and nonprofit organizations, including projects supporting affordable housing, community-serving real estate, and other projects, that provide direct benefits to low and moderate income communities, low-income and underserved individuals, and minorities; 

• Providing funding to minority-owned or minority-led eligible institutions and other eligible institutions that have a strong track record of servicing minority small businesses;

• Protecting and increasing jobs in the United States; 

• Increasing the opportunity for small businesses, affordable housing and community development in geographic areas and demographic segments with poverty and high unemployment rates that exceed the average in the US;

• Ensuring that all low- and moderate-income community financial institutions can apply to participate in the programs establishes under this bill without discrimination based on geography; 

• Providing transparency with respect to use of funds provided under this bill;

• Promoting and engaging in financial education to would-be borrowers; and

• Providing funding to eligible institutions that serve consumers, small businesses, and nonprofit organizations to support affordable housing, community-serving real estate, and other projects that provide direct benefits to low and moderate-income communities and minorities directly affected by the COVID-19 pandemic.

• Authorizes the Administrator of the Small Business Administration to guarantee a single supplemental covered loan to an eligible recipient that has received a covered Paycheck Protection Program loan (Division E, Title II, Sec. 202).

• Appropriates $500 million to prevent, prepare for, and respond to the coronavirus with respect to maternal and child health (Division A, Title VIII).

• Appropriates $3.6 billion to the Election Assistance Commission to States for contingency planning, preparation, and resilience of elections for federal office (Division A, Title V).
