Title: Expands the State Earned Sentence Credit System

Vote to pass a bill that expands the state earned credit system for terminally ill or permanently disabled felons.

Highlights:

 

  • Authorizes a maximum of 4.5 sentence credits for every 30 days served on a class 1 felony (Sec. 1).

  • Defines “class 1 felony” as the following, including, but not limited to (Sec. 1):

    • Solicitation to commit murder;

    • Kidnapping or abduction;

    • Any malicious felonious assault or bodily wounding;

    • Robbery or carjacking;

    • Criminal sexual assault;

    • Voluntary or involuntary manslaughter; or

    • Arson when the structure burned was occupied.

  • Requires the earning of the aforementioned sentence credits to apply retroactively to terminally ill and permanently disabled inmates beginning July 1, 2021, and prior to the completion of any reentry programs deemed necessary by the Department of Corrections (Sec. 3).
