Vote to amend and pass a bill appropriates funds $62.8 million for the 2021 fiscal year budget.

Highlights:

• Appropriates $53 million for teacher COVID-19 teacher grants (Article 5, Sec. 108).

• Appropriates $20 million for school support staff COVID-19 grants (Article 5, Sec. 108).

• Specifies that from the $20 million appropriated for school support staff COVID-19 grants, there is allocated for 2020-2021 only an amount up to $20 million for grants to eligible K-12 school support costs school support staff to recognize the additional time spent outside of normal working hours, hazardous conditions, and additional costs school support staff have incurred or experienced to provide services to students during the period of school closures as a result of the pandemic (Sec. 949q).

• Requires the Department of the Treasury to distribute funding directly to eligible classroom teachers in an equal amount up to $500 per FTE K-12 classroom teacher employed by the district or nonprofit non-public school or assigned to regularly and continuously work under contract in a public school operated by the district (Sec. 949p).

• Appropriates $30 million for the Michigan Reconnect grant programs (Article 5, Sec. 109).

• Appropriate $18.36 million to women, infants, and children program administration and special projects (Article 6, Sec. 116).

• Appropriates $25 million to the Pure Michigan travel program (Article 5, Sec. 109).

• Appropriates $27.2 million to the Going Pro worker training program (Article 5, Part 2, Sec. 201).

• Appropriates $123.33 million to the Department of Corrections (Article 2, Part 2, Sec. 201).

• Appropriates $22.21 million for local government programs (Article 5, Sec. 108).

• Appropriates $5.1 billion to the Department of Transportation (Article 13, Sec. 101).

• Appropriates $511.36 million to the Department of Environment, Great Lakes, and Energy (Article 4, Sec. 101).

• Appropriates $28.5 billion to the Department of Health and Human Services (Article 6, Sec. 101).

• Appropriates $24.67 million to the juvenile justice Children’s Services Agency (Article 6, Sec. 106).

• Appropriates $2 million for the lead poisoning prevention fund (Article 6, Sec. 122).

• Appropriates $20 million for skilled nursing facility personal protective equipment grants (Article 6, Sec. 122).

• Appropriates $2.5 million for first responders and public safety staff mental health (Article 6, Sec. 122).

• Specifies that funding will be awarded to eligible school districts to receive grants to provide a prepayment of long-term debt payments owed to the state, at a maximum of $1 million (Sec. 949n).
