Vote to pass a bill that creates a corporation to issue vouchers to elementary and secondary students in the D.C. area to pay for private education.
Highlights:
Creates the private non-profit called "District of Columbia Scholarship Corporation" which administers, publicizes, and evaluates the scholarship program
Appropriates $45 million to fund the program for fiscal years 1998 - 2002
Authorizes the Corporation to award tuition scholarships to residents of the District of Columbia whose family income exceeds 185 percent of the poverty line
Authorizes the Corporation to award tuition scholarships first to those who have received a scholarship from the Corporation for the previous academic year, and second to students who are enrolled in a D.C. public school by utilizing a lottery system
Provides $3200 tuition scholarships to families at or below the poverty level unless the aggregate cost of tuition, mandatory fees, and transportation is less than that amount
Provides $2400 tuition scholarships to families above the poverty level unless 75 percent of the aggregate cost of tuition, mandatory fees, and transportation is less than that amount
Requires the Comptroller General to evaluate the scholarship program four years after the enactment of the program
