Title: Requires Witnesses of Executions to Watch the Entire Proceeding
Vote to pass a bill that requires witnesses of executions to watch the entire proceeding.
Authorizes the following persons to be present at an execution (Sec. 1-1):
A member of the clergy;
No more than three persons selected by the convicted person;
No more than three persons representing the victim or victims of the crime; and
No more than six persons selected by the prison director
Requires the following of those in attendance (Sec. 1-2):
They continuously witness the execution process from the moment the convicted person enters the execution chamber until the convicted person is declared dead or the execution is halted; and
They will not authorize or permit any person to obstruct, limit, shield, or otherwise impede the witnessing or viewing of execution by any person permitted or required to be present at such execution.
Specifies the person or persons administering or conducting the execution may wear a mask or otherwise conceal their identity (Sec. 1-3).
