Amends the Exemptions from Licensure section to include any individual working in the beauty industry who (Sec. 58-1-307):

dries, styles, arranges, dresses, curls, hot irons, shampoos, or conditions hair;

does not cut the hair;

does not apply dye to alter the color of the hair; and

does not apply reactive chemicals to straighten, curl, or alter the structure of the hair

Requires exempt individuals working in the hair and beauty industry to (Sec. 58-1-307):

Receive no more than 2 hours of instruction in the form of a hair safety program; and

Pass an exam within the hair safety program with a minimum 75 percent to receive a hair safety permit

Requires places offering hair services to display the hair safety permit and to notify the public that individuals not licensed provide services there (Sec. 58-1-307).
