Vote to pass a bill that establishes technical changes to provisions under Medicare and Medicaid and exempts the American Rescue Plan Act of 2021 from the statutory Pay-As-You-Go Act of 2010 (PAYGO) and Senate PAYGO rule.

Highlights:

 

  • Exempts the budget effects of this bill and the American Rescue Plan Act of 2021 from being counted on either the PAYGO scorecard maintained by the Statutory Pay-As-You-Go Act of 2010 or the Senate PAYGO scorecard (Sec. 1).

  • Extends the temporary suspension of Medicare sequestration as enacted as part of the CARES Act from March 31, 2021, to December 31, 2021 (Sec. 2).

  • Amends the CARES Act to exempt mixed earner unemployment compensation from Medicaid and Children’s Health Insurance Program (CHIP) eligibility requirements (Sec. 3).

  • Establishes modified payment limits to rural health clinics that temporarily enrolled in Medicare during the COVID-19 public health emergency or applied by December 31, 2020 (Sec. 3).

  • Specifies that for public hospitals with high disproportionate shares, a payment adjustment during a state fiscal year will be consistent with the amount of the hospitals furnishing services up to 175 percent (Sec. 3).
