Title: Amends Public Safety Laws to Ensure Police Accountability

  • Prohibits the chief public defender from requesting nor may the state public defender approve the addition of permanent staff​ (Sec. 5-10).

  • Specifies if the state public defender finds that the​ provision of adequate legal representation, including associated services, is beyond the ability of the district public defender to provide, the court will order the state public defender​ to approve counsel to be appointed, with compensation and expenses to be paid (Sec. 6-11).

  • Authorizes the Board of Public Defense to pay for transcripts and other necessary expenses from​ county program aid transferred by the commissioner of revenue (Sec. 8).
