Vote to concur with amendments and pass a bill that establishes restrictions on mail in ballots for vote-by-mail elections and ballot drop boxes locations.

Highlights:

• Prohibits election officials, state agencies, and state or local officials from using private money to help pay for election administration (Sec. 2, Pg. 8).

• Requires third-party voter registration organizations promptly deliver their voter registration applications within 14 days of the voter completing their registration to the division or the supervisor of elections in the county in which the voter resides (Sec. 7, Pg. 14).

• Authorizes the use of ballot dropboxes for vote-by-mail ballots so long as election officials follow the following constraints, including (Sec. 27, Pg. 41):

• Being geographically located so all voters in the county have an equal opportunity to cast a ballot;

• Limits who can provide assistance and drop off another voters' ballot at a dropbox to only individual volunteers that take and sign an oath documenting their name, the individual’s name who requires assistance, and the ballot dropbox location (Sec. 16, Pg. 26).

• Requires voters to make a request to election officials for a vote-by-mail ballot by the end of each calendar year either in person or in writing (Sec. 24, Pg. 31).
