  • Appropriates $119,300,000 in federal funds from the American Rescue Plan Act of 2021, to the Office of Budget and Program Planning for state infrastructure projects (Sec. 7).

  • Appropriates $150,000,000 for the Office of Budget and Program Planning and allocated to the governor for the fiscal year beginning July 1, 2020, for economic transformation and stabilization grants or loans as follows (Sec. 12-1).

  • Specifies if the governor modifies the list of recommended projects submitted by the commission, the Office of Budget and Program Planning will report and explain the changes to the advisory commission and the legislative finance committee at its next scheduled meeting (Sec. 13-6).

  • Authorizes an agency or political subdivision to act as an internet services provider if (Sec. 30-2.a):

    • No private internet services provider is available within the jurisdiction served by the agency or political subdivision; or

    • The agency or political subdivision provided services before July 1, 2001.

  • Specifies if any of the allocations for projects outlined in are determined to be ineligible for funding through the American Rescue Plan Act, funding for each ineligible project is appropriated for the project from the source of funding designated in the introduced version of the respective long-range bill (Sec. 32-1).

  • Appropriates the following funding amounts to the Department of Administration (Sec. 37-1):

    • $26,200,000 for the MT Veterinarian Diagnostic & Ag Analytical Labs;

    • $6,500,000 for Liquor Warehouse Expansion; and

    • $4,800,000 for the UM-W Block Hall Renovation.

  • Requires the Health and Human Services Budget Committee to recommend how funds appropriated to the Department of Public Health and Human Services are to be used (Sec. 17).
