Title: For the People Act of 2021

Vote on a motion to invoke cloture on a bill that expands voter registration and voting access, and limits removing voters from voter rolls.

Highlights:

 

  • Expands voter registration and voter access to include automatic same-day voter registration, vote by mail, and early voting policies in order to restore the Voting Rights Act of 1965 (Title II, Sec. 2001).

  • Requires states to establish independent redistricting commissions in order to carry out congressional redistricting efforts (Title II, Subtitle E, Part I, Sec. 2401).

  • Establishes provisions related to election security including sharing intelligence information and the transfer of signatures with state election officials, securing state election systems, and developing a national strategy to protect US democratic institutions (Title I, Sec. 1015).

  • Establishes the National Commission to Protect United States Democratic Institutions within the legislative branch to improve cybersecurity of US election systems (Title III, Subtitle C, Sec. 3202).

  • Expands the prohibition on campaign spending by foreign nationals to require the following, including (Title IV, Subtitle B, Part 1, Sec. 4101):

    • Additional disclosure of campaign-related fundraising and spending;

    • Additional disclaimers regarding certain political advertising; and

    • The establishment of an alternative campaign funding system for certain federal offices.

  • Requires a code of conduct for federal judges and Supreme Court Justices (Division C, Title VII, Subtitle A, Sec. 7001).

  • Prohibits members of the House of Representatives from serving on the board of a for-profit entity and establishes additional conflict-of-interest provisions for federal employees and the White House (Title IX, Subtitle A-C, Secs. 8022-9001).

  • Requires the president, vice president, and certain candidates for those offices to disclose 10 years of tax returns (Title X, Sec. 10001).
