  • Requires the secretary of state to do the following (Sec. 31.1):

    • Issue instructions and rules for the conduct of elections and registrations;

    • Advise and direct local election officials with the proper methods of conducting elections;

    • Publish a manual prior to the state primary and election with instructions on assisting voters in casting ballots, directions on the location of voting stations, procedures and forms for processing challenges, and procedures prohibiting campaigning in the polling places;

    • Investigate the administration of election laws and report violations of these laws to the attorney general or prosecuting attorney;

    • Establish and require comprehensive training for each county clerk, political party, incorporated organization, and an organized committee of interested citizens that seeks to designate election challengers at an election, regarding the powers, rights, and duties of election challengers.

  • Authorizes the standards for petition signatures to include the following (Sec. 31.2):

    • Determining the validity of registration of an individual signing a petition;

    • Determining the genuineness of the signature; and

    • The proper designation of the place of registration of an individual signing a petition.

  • Requires the township and city clerks to notify each election inspector appointed to serve at an election the time and place of the training school (Sec. 683).

  • Requires the county clerk to include comprehensive training regarding the processes and procedures on election day and the powers, rights, and duties of election challengers (Sec. 683).

  • Authorizes a political party, incorporated organization, or organized committee of citizens interested in the adoption or defeat of a ballot question to designate challengers (Sec. 730).

  • Authorizes a political party, incorporated organization, or organized committee to designate not more than 1 challenger to serve at each counting board (Sec. 730).

  • Requires a challenger to be a registered elector of this state (Sec. 730.2).
