Title: Repeals the Federal $300 Per Week Unemployment Jobless Pay Boost
Vote to concur with senate amendments and pass a bill that repeals the federal $300 per week unemployment jobless pay boost.
Requires the unemployment agency to use plain language in the following (Sec. 2):
Documents related to the taxes or reimbursing charges of employers and the benefits of individuals; and
References or citations that are in a document or correspondence sent to or used by a claimant or employer.
Requires the unemployment agency to enable the United States Department of Health and Human Services to obtain prompt access to any wage and unemployment benefit claims information (Sec. 11).
Requires the unemployment agency to terminate all agreements it has with the federal government to pay federal pandemic unemployment compensation benefits authorized under the Coronavirus Aid, Relief, and Economic Security Act (Sec. 11).
Prohibits the unemployment agency from paying any federal unemployment compensation benefits beginning July 31, 2021 (Sec. 11).
Requires a protest or appeal to be signed or verified in a manner prescribed by administrative rule and must be transmitted to the unemployment agency by mail or another electronic method approved by the agency (Sec. 32B).
Requires the unemployment agency to include the following in each determination and redetermination provided to a claimant or employer (Sec. 32B):
A clear, factual reason for the determination or redetermination that includes facts specific to the claimant’s or employer’s claim;
A summary of the claimant’s or employer’s right to appeal determinations and redeterminations, including length of time they have to file an appeal;
A summary of the claimant’s or employer’s right to request a reconsideration of a determination or redetermination within 1 year after the mailing date of it; and
A summary list of all the determinations and redeterminations related to the claimant’s or employer’s claim including:
The outcome;
The date of issuance;
The date the claimant or employer must file an appeal; and
The date the claimant must request reconsideration of the determination or redetermination.
Requires the unemployment agency to include the following in the notification it provides to an employer or a claimant regarding a denial, modification, or cessation of benefits (Sec. 32E):
A clear statement of the reason or the denial, modification, or cessation; and
The appeal rights the employer or claimant has with respect to the denial, modification, or cessation.
