Vote to concur with Senate amendments and pass a bill that establishes restrictions on providing assistance in returning a voter's mail ballot.

Highlights:

• Requires the secretary of state and county election administrators to annually assess their compliance with election security rules (Sec. 1B).

• Requires the secretary of state to provide an annual summary report on statewide election security beginning January 1, 2023, and each year after (Sec. 1).

• Requires the secretary of state to adopt the following on or before July 1, 2022 (Sec. 2):

• A person may not provide or offer to provide a pecuniary benefit in exchange for distributing, ordering, requesting, collecting, or delivering ballots; and

• A person violating the rule adopted by the secretary of state is subject to a civil penalty of $100 for each ballot distributed, ordered, requested, collected, or delivered in violation of the rule.
