Title: Prohibits Same-Day Voter Registration

Vote to concur with House amendments and pass a bill that prohibits same-day voter registration and requires a form of identification to register to vote and to vote.

Highlights:

 

  • Authorizes an individual to apply for voter registration in person or by mail by completing the standard application (Sec. 1).

  • Required an applicant for voter registration to provide the following (Sec. 1):

    • Montana driver’s license number;

    • Montana state identification card number; or

    • The last 4 digits of their social security number.

  • Requires the elector to present one of the following forms of identification showing the elector’s name to an election judge before an elector is permitted to receive a ballot or vote (Sec. 2):

    • Montana driver’s license, state identification card, military identification card, tribal photo identification card, U.S. passport, or Montana concealed carry permit; or

    • A current utility bill, bank statement, paycheck, government. check, or other government document.

  • Specifies that a provisionally registered individual who casts a provisional ballot has until 5 p.m. on the day after the election to provide valid identification or eligibility information either in person, electronically, or by mail no later than the day after the election (Sec. 4).

  • Authorizes an elector to verify an elector’s identity by the following means if the individual casts a provisional ballot but didn’t provide identification (Sec. 4):

    • Presenting a government document showing the elector’s name and current address; and

    • Executing a declaration that states that the elector has a reasonable impediment to meeting the identity requirements.

  • Requires a provisional ballot to be counted if the election administrator verifies the individual’s identity or eligibility (Sec. 4).
