• Appropriates $9.5 billion to the State Department of State and Foreign Services for the administration of foreign affairs and diplomatic programs (Title I).

• Appropriates $3.6 billion to international organizations and commissions for international peacekeeping activities (Title I).

• Appropriates $809.2 million to the United States Agency for Global Media for international broadcasting operations (Title I).

• Appropriates $20 million for costs and expenses related to the Asia Foundation (Title I).

• Appropriates $2.3 million for salaries and expenses related to the Congressional-Executive Commission on the People’s Republic of China (Title I).

• Appropriates $4 million for salaries and expenses related to the United States-China Economic and Security Review Commission (Title I).

• Appropriates $1.5 billion to the United States Agency for International Development (USAID) for operating expenses (Title II).

• Appropriates $477 from the international financial institutions for multilateral assistance (Title V).

• Appropriates $4.6 billion in bilateral economic assistance to the president, State Department, Department of Treasury, and the following agencies to carry out global health programs (Title III):
