  • Specifies “blame or judgement on the basis of race, ethnicity, or sex” to mean the following (Sec. 4D):

    • One race, ethnic group, or sex is inherently morally or intelectually superior to another;

    • An individual is inherently racist, sexist, or oppressive due to their race, ethnicity, or sex;

    • An individual should be discriminated against partly because of their race, ethnicity, or sex; and

    • An individual, by virtue of their race, ethnicity, or sex, bears responsibility for actions committed by other members of the same race, ethnic group, or sex.
