  • Classifies "contract" as awards and notices of award, contracts of a fixed-price, cost, cost-plus-a-fixed-fee, or incentive type; contracts providing for the issuance of job or task orders; leases; letter contracts; purchase orders; memoranda of understanding between a state an agency and a nonstate entity; cooperative endeavor agreements between a state an agency and a nonstate entity; incentive expenditure documentation; and personal, professional, consulting, and social services contracts (Sec. 2-2).

  • Prohibits a public school governing authority whose annual student enrollment is 2,500 or less from being deemed to be an agency and will be exempt from participating in the submission of data to the Louisiana Checkbook system (Sec. 2-4.b).

  • Requires the governing authority of a public school to provide to the commissioner information on any reduction of and payment from current tax collections because of payments to businesses and individuals for the refund, rebate, or transferable credits granted through an incentive contract, and the commissioner will include this information in the incentives database (Sec. 2-5.D).

  • Expands the expenditure database to have the following functionality (Sec. 2-2.B):

    • Search and aggregate expenditures by individual and multiple budget units, and programs, and public school governing authorities; and

    • Search and aggregate payments to individual vendors and governmental entities, including the total amount of state payments issued to individual vendors and governmental entities.

  • Specifies the debt database will include the following content (Sec. 2-10.C):

    • Amounts and categories of agency debt, such as pensions, post-employment benefit obligations, and capital construction;

    • Annual costs of debt service by category, budget unit, and public school governing authority;

    • Sources of funding for agency debt obligations; and

    • The per capita costs of agency debt.

  • Requires the Board of Elementary and Secondary Education to develop policies to require public school governing authorities which are exempted from the definition of 'agency', to post the following information on their websites (Sec. 2.E):

    • Annual adopted budget and general summary no later than September 30th of each year;

    • The annual independent audit after approval and acceptance by the legislative auditor to be posted annually no later than 30 days after the approval by the legislative auditor.

    • Quarterly reports detailing revenue, receipts, expenditures, and disbursements.
