Title: Appropriates $6 Million for Early Childhood Education
Vote to pass a bill that appropriates $6 million for early childhood education.
Appropriates $5,980,600 to administer an early childhood education grant (Sec. 1).
Increases the full-time equivalent position authorization provided to the Office of the State Board of Education by 0.50 for the period July 1, 2020, through June 30, 2021, to administer an early childhood education grant (Sec. 2).
Prohibits money appropriated for the Preschool Development Grant Birth through Five Renewal from being used to dictate curricula for use by local collaboratives. Local collaborative stakeholder participation will include (Sec. 3):
Parents/families, early childhood educators, a representative from the State Board of Education, at least 1 representative from the local K-12 school district and/charter school; and
At least 3 community participants from a mix of public, private, nonprofit, faith-based, government, health care, and civic organizations.
Requires local collaboratives to be financially self-sufficient, relying on local funding sources after the activities of the Preschool Development Grant Birth through Five Renewal are completed. The State Board of Education will oversee the grant and sub-grantees to ensure the activities, projects, objectives, and outcomes are met and that federal requirements, reports, and deadlines outlined in the grant award are satisfied (Sec. 3).
