Vote to pass a bill that requires the entry of filing information concerning all candidates into the statewide voter registration system.

Highlights:

 

  • Requires the circuit court clerk to enter the following into the election management module of the statewide voter registration system no later than the deadline for estimating the number of ballots required to be printed (Sec. 6.c):

    • The name and other information provided by each candidate for an elected office or a political party office who files a document with the county election board; and

    • The text of a public question certified to the county election board.

  • Specifies if the NVRA official receives information from a correctional department that an Indiana resident is currently imprisoned by the correctional department for conviction of a crime, the NVRA official will notify the county voter registration office of the Indiana county in which the imprisoned individual is a resident of the information (Sec. 17.b).

  • Requires the primary election paper ballots, ballot cards, and ballot labels on an electronic voting system of a political party used in a precinct to contain the precinct number or designation on the ballot (Sec. 22.b).

  • Requires the county voter registration official, in the county where the voter voted, to add to the voter's registration record in the computerized list that the voter voted in the election before transferring the voter's registration to the county where the voter indicated the voter currently resides on the affidavit (Sec. 25.c).

  • Specifies if more than 1 local nonpartisan judicial office is to be placed on the ballot, the office will be placed on the ballot in alphabetical or numerical order, according to the designation given to the office. If there is more than 1 candidate for a local nonpartisan judicial office, the candidates will be listed in alphabetical order according to surname (Sec. 35.d).

  • Specifies if the voter wishes to submit an application under this law in electronic format using a module of the statewide voter registration system, the voter must include a telephone number at which the voter can be reached to submit the application (Sec. 39.g).

  • Specifies if a voter leaves the booth without casting a ballot, an absentee voter board member or the circuit court clerk's office will (Sec. 50.b):

    • Attempt to advise the voter not to leave the clerk's office or satellite office because the voter's ballot has not been cast; and

    • Permit the voter to return to the booth to complete the process of casting the voter's ballot.

  • Requires the county election board to enter the vote totals from the voting system tabulator tested under this law into the component of the voting system used by the county election board to tabulate and canvass the election results. The board will determine whether the component of the voting system properly tabulates and determines (Sec. 57):

    • The votes cast in each of the precincts; and

    • The total for each candidate and public question on the ballots tested under this law.

  • Requires a voting system to have a validation method approved by the commission as part of the certification of the voting system to ensure that the software is tested and that no uncertified software is present on the voting system (Sec. 65).

  • Prohibits a computer or electronic device connected to the Internet or any network that connects to another computer or electronic device from doing the following (Sec. 67.b):

    • Creating the layout of a ballot for an election;

    • Programing a voting system, electronic voting system, or ballot card voting system; or

    • Using election management software certified for use as part of a voting system.
