Title: Freedom to Vote: John R. Lewis Act

Vote Smart's Synopsis:

Vote to concur with the Decision of the Chair and not amend Senate rules on the filibuster in order to pass a bill that merges the John Lewis Voting Rights Act and the Freedom to Vote Act into previously passed legislation extending NASA's authority to lease its facilities.

Highlights:

  • Expands voter registration efforts via automatic and same-day registration as well as increasing voting access via vote-by-mail and early voting (Division A, Title I, Part 1, Sec. 1002-1003).

  • Establishes election day as a federal holiday (Division A, Title I, Part 2, Sec. 1011).

  • Establishes a new criminal offense for conduct or attempted conduct to corruptly hinder, interfere with, or prevent another individual from registering to vote or helping someone register to vote (Division B, Title III, Subtitle C, Sec. 3202).

  • Requires states conduct post-election audits for federal elections (Division B, Title IV, Part 2, Sec. 4001).

  • Establishes outline criteria for congressional redistricting and prohibits mid-decade redistricting (Division C, Title V, Sec. 5002).

  • Expands the prohibition on campaign spending by foreign nationals and establishes and alternative campaign funding system for certain federal offices (Division C, Title VI, Part 1, Sec. 6005).

  • Establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect (Division D, Title IX, Subtitle A, Sec. 9005).

  • Defines “preclearance” as the process of receiving preapproval from the Department of Justice of the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights (Division D, Title IX, Subtitle A, Sec. 9005).

  • Increases provisions related to federally protected activities at polling places and voting access on tribal lands (Division D, Title IX, Subtitle C, Sec. 9205-9206).

Title: Freedom to Vote: John R. Lewis Act

NOTE: INVOKING CLOTURE REQUIRES A 3/5 MAJORITY OF THE SENATE. IT IS NOT A VOTE ON THE PASSAGE OF THE PIECE OF LEGISLATION, BUT LIMITS FURTHER DEBATE TO 30 HOURS. CLOTURE IS TYPICALLY USED TO END A FILIBUSTER. A FAILED CLOTURE VOTE OFTEN PREVENTS THE LEGISLATION FROM EVER COMING TO A VOTE.
