Vote to pass a bill that appropriates a classified amount of money to U.S. Intelligence agencies and activities, including the Central Intelligence Agency, the Department of Defense, the Defense Intelligence Agency, the National Security Agency, and the Department of Homeland Security for fiscal year 2005.

Highlights:

  • Appropriates $318.4 million to the Intelligence Community Management Account, including $37.81 million to the National Drug Intelligence Center (Sec. 104).
  • Appropriates $239.4 million to the Central Intelligence Agency Retirement and Disability Fund (Sec. 201).
  • Establishes the position of the Assistant Director of Central Intelligence for Information Management as the chief information officer for the U.S. intelligence community (Sec. 303).
  • Instructs the Director of Central Intelligence (DCI) to submit to Congress classified reports on the activities of the Pakistani government in such areas as combating the proliferation of weapons of mass destruction, opposing terrorist activities, and efforts to establish and strengthen democratic institutions (Sec. 304).
  • Directs the Inspector General of the Central Intelligence Agency (CIA) to audit and report on any evidence regarding a relationship, prior to September 11, 2001, between Saddam Hussein and al-Qaeda (Sec. 309).
  • Requests that the head of each element of the intelligence community make available to Congress any information regarding the United Nations Office of the Iraq Oil-for-Food Program (Sec. 308).
  • Establishes a scholarship program designed to encourage higher proficiency in English among U.S. citizens who are native speakers of a foreign language vital to U.S. national security interests, if they agree to work in a national security position (Sec. 811).
