Title: Suspending Energy Imports from Russia Act

Vote to pass a bill that suspends energy imports from Russia.

Highlights:

 

  • Prohibits all energy products of the Russian Federation from importation into the United States 45 days after the enactment of this act (Sec. 2).

  • Authorizes the President to waive the aforementioned prohibition and allow certain products to be imported so long as a written contract is entered into and agreed upon by Congress before the enactment date of this act (Sec. 2).

  • Specifies that the United States Trade Representatives shall use the voice and influence of the World Trade Organization (WTO) to do the following, including (Sec. 3):

    • Condemn the recent aggression in Ukraine;

    • Encourage other WTO members to suspend concessions to the Russian federation; and

    • Consider further steps with the view to suspend the Russian Federation’s participation in the WTO.

  • Authorizes the President to impose sanctions on any foreign individual that the President determines is (Sec. 4):

    • Responsible for or complicit in, or has directly or indirectly engaged in, serious human rights abuse;

    • A current or former government official acting for or on behalf of an official who is directly or indirectly engaged in corruption, including:

      • Misappropriation of state assets:

      • Expropriation of private assets for personal gain:

      • Corruption related to government contracts: 

      • Bribery; or

      • The transfer or facilitation of proceeds of corruption.
