Vote Smart's Synopsis:

Vote to pass a bill that suspends normal trade relations with Russia and Belarus.

Highlights:

• Authorizes the President to impose sanction on any foreign individual who (Sec. 6):

• Is responsible for serious human rights abuse;

• Is a current or former government official who is responsible for or complicit in corruption;

• Is or has been a leader or official of an entity that has engaged in the aforementioned activities;

• Has provided support for any of the aforementioned activities; or

• Is owned or controlled by an individual subject to these sanctions.

• Repeals normal trade relations with Russia and Belarus and authorizes the President to impose visa and property blocking sanctions based on violations of human rights (Sec. 2).

• Authorizes the President to increase the rates of duty applicable to products of Russia or Belarus and specifies that the authorization shall expire January 1, 2024 (Sec. 2).

• Specifies that the President may temporarily restore normal trade relations with Russia and Belarus for a one year period if approved by congress (Sec. 4).

• Requires the U.S. Trade Representatives take certain actions, including steps to suspend Russia’s participation in the World Trade Organization (WTO) and halt the accession process of Belarus (Sec. 5).

• Authorizes broader coverage of current visa and property-blocking sanctions for human rights violations in order to cover individuals involved in serious human rights abuse (Sec. 6).
