  • Specifies that the President may temporarily restore normal trade relations with Russia and Belarus for a one year period if approved by congress (Sec. 4).

  • Requires the U.S. Trade Representatives take certain actions, including steps to suspend Russia’s participation in the World Trade Organization (WTO) and halt the accession process of Belarus (Sec. 5).

  • Authorizes broader coverage of current visa and property-blocking sanctions for human rights violations in order to cover individuals involved in serious human rights abuse (Sec. 6).
