Title: Expands State Apprenticeship Program

Vote to concur with House amendments and pass a bill that expands the state apprenticeship program.

Highlights:

 

  • Amends the membership requirements of the state Apprenticeship and Training Council to require representation for black and latino community members (Sec. 1, Pg. 2).

  • Requires consultants to the Council to represent all the diversity of the State and include individuals who are black and latino (Sec. 1, Pg. 2).

  • Establishes an Apprenticeship 2030 Commission to examine and make recommendations to reduce skill shortages in high-demand occupations and provide affordable career pathway training for young people in both public and private sectors (Sec. 2, Pgs 2 & 3).

  • Establishes the membership requirements and procedures for the Commission (Sec. 2, Pgs. 3 & 4).

  • Requires the Governor to include in the annual budget bill for the fiscal years from 2024-2026 an appropriation to provide workforce development services for at least 2,000 youth and adults in the community, in the following amounts (Sec. 3, Pg. 5):

    • $1,030,030 for the fiscal year 2024;

    • $1,106,996 for the fiscal year 2025; and

    • $1,119,482 for the fiscal year 2026.

  • Specifies that this act takes effect October 1, 2022, and that Section 2 shall no longer be in effect after June 30, 2024 (Sec. 4, Pg. 6).
