Title: Authorizes Recreational Use of Marijuana
Vote to concur with House amendments and pass a bill that authorizes the recreational use of marijuana.
Establishes commission that “shall exercise all powers necessary for the implementation, administration and enforcement of cannabis regulation and policy for both medical and adult use cannabis”; appropriates monies from Social Equity Assistance Fund; establishes Cannabis Office (Page 1).
Defines “disproportionately impacted area[s]” that experience poverty, unemployment, “disparate enforcement of cannabis prohibition” (Page 4-5).
Defines “social equity applicant” as “[license] applicant that has been disproportionately impacted by criminal enforcement of marijuana laws” (Page 6).
Establishes Cannabis Control Commission (Page 8).
Establishes Cannabis Advisory Board with “representation from communities most impacted by cannabis prohibition” (Page 21).
Establishes moratorium on issuance of new cannabis cultivator licenses (Page 22).
Limits amount and location of cannabis retailers; establishes geographic zones for such retailers (Page 33-36).
Requires criminal background check for license applicants (Page 40).
