Title: Amends Various State Environmental Laws

Vote to adopt a conference report and pass a bill that amends various state environmental laws.

Highlights:

 

  • Establishes that the Department of Environmental Quality funds may be used to remove and dispose of debris from basins or other flood mitigation strategies prioritized through the Flood Resiliency Blueprint (Sec. 2). 

  • Establishes the body charged with the preparation and adoption of any land-use plans must hold a public hearing and shall be published at least once within 10-25 days before the scheduled hearing (Sec. 5).

  • Amends all land-use plans must have a copy of the proposed plan available for public inspection at a designated county or local government office (Sec. 5). 

  • Specifies that wastewater discharges to surface waters shall not cause a reduction in the dissolved oxygen levels of such surface waters of more than 0.10 mg/l below the approved modeled in-stream dissolved oxygen level for the surface waters (Sec. 7).

  • Establishes that the date of the decision to grant, deny, suspend, modify, or revoke a permit application, regarding mining, shall be when the Department posts the decision on a publicly available website (Sec. 8).
