    • The Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2023;

    • The Legislative Branch Appropriations Act, 2023;

    • The Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2023;

    • The Department of State, Foreign Operations, and Related Programs Appropriations Act, 2023; and

    • The Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2023.

  • Authorizes passage of the Electoral Count Reform and Presidential Transition Improvement Act (S 4573) which, among other provisions (Div. P, Sec. 104):

    • Specifies that the role of the vice president is purely ceremonial;

    • Increases the threshold for members of Congress to initiate objections to electoral results to one-fifth of each chamber;

    • Defines that there is one conclusive slate of electors from each state; and

    • Establishes a process for expedited court review of election results.

  • Prohibits covered applications on all executive agency government devices beginning 60 days after this bills enactment date (Div. R, Sec. 102).

  • Defines “covered application” as the social networking service TikTok or anysuccessor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited (Div. R, Sec. 102).

  • Exempts law enforemcement activities, national security interests and activities, and security researchers from the aforementioned TikTok prohibition (Div. R, Sec. 102).
