    • Not graduated from high school;

    • Not reached the age or 21; 

    • Has an annual family income of less than or equal to 400 percent of the federal poverty guidelines;

    • Is enrolling in grades one through 12 in the state for the first time;

    • Has been adopted, placed in fonster care, or placed in kinship care placement at any time prior to graduation from high school or the reaching the age of 21;

    • Has a parent on active duty with any branch of the armed forces or was killed in the line of duty; or

    • Has a parent who is an emergency medical service provider, firefighter, or law enforcement officer.

  • Authorizes the state board of education to provide written notice no later than 30 days after granting organizations scholarship approval for eligible students (Sec. 1).

  • Appropriates $20 million from the state general budget for fiscal year 2023 for student scholarships for the aforementioned eligible students (Sec. 3).

  • Establishes that this bill shall take effect upon publication in the statute book (Sec. 5).
