Title: Parents Bill of Rights Act

Vote to pass a bill that establishes various rights of parents and guardians regarding the elementary or secondary school education of their children, and requires local educational agencies (LEAs) and schools comply with the requirements in order to receive federal education funds.

Highlights:

  • Requires schools notify parents and guardians of their rights regarding the education of their children, including the right to (Title I, Sec. 101-105):

    • Review the curriculum of their childs school;

    • Meet with each teacher and their child at least twice each school year;

    • Review the budget, including all revenues and expenditures, of their child’s school;

    • Inspect the books and other reading materials in the library of their child’s school;

    • Address the school board of the LEA;

    • Receive information about the violent activity in their child’s school; and

    • Know if their child is not grade-level proficient in reading or language arts at the end of third grade.

  • Requires each LEA to post on a publicly accessible website the curriculum for each grade level and include detailed budget information in its annual report card (Title I, Sec. 101):

  • Requires that schools consisting of only grades 5-8 obtain parental consent before (Title I, Sec. 104):

    • Changing a minor child’s gender markers, pronouns, or perferred name on school forms; or

    • Allowing a child to change the child’s sex-based accommodations.

  • Prohibits schools from selling student information for commercial or financial gain (Title II, Sec. 201).
