Highlights:

• Defines “minor” as any individual under 18 years of age (Sec. 1).

• Defines “harmful to minors” for the purposes of this bill as one or both of the following, including (Sec. 1):

• Any material or performance or description or representation of nudity, sexual conduct, sexual excitement, or sado-masochist abuse, including; and

• Initmate sexual acts; or

• Masturbation.

• Any material or performance or any description or representation substantially arousing sexual desires.

• Prohibits any public or private school libraries from distributing any learning educational material deemed harmful to minors (Sec. 1).

• Authorizes parents and guardians cause of action to recover $2,500 for injunctive relief and damages if violations have been found (Sec. 2).

• Specifies that this bill shall take effect beginning July 1, 2023 (Sec. 3).
