Title: Prohibits Products that Contain Common but Toxic Chemicals
Vote to pass a bill that prohibits products that contain common but toxic chemicals that 3M invented in Minnesota in the 1940s.
Requires a manufacturer of a product containing intentionally added PFAS to submit the following information to the commissioner by January 1, 2026 to the commissioner of the Pollution Control Agency (Sec. 31):
A brief description of the product;
The purpose for the PSAS in the product;
The amount of each of the PSAS in the product;
the name and address of the manufacturer and the name, address, and phone number of a contact person for the manufacturer; and
Any additional information requested by the commissioner.
Prohibits a manufacturer from selling, offering for sale, or distributing for sale in the state a product containing intentionally added PFAS if they do no submit the information above (Sec. 31).
Prohibits selling the following products if the products contains intentionally added PFAS (Sec. 31):
carpets or rugs;
cleaning products;
cookware;
cosmetics;
dental floss;
fabric treatments;
juvenile products;
menstruation products;
textile furnishings;
ski wax; or
upholstered furniture.
Prohibits selling, offering for sale, or distributing for sale any product that contains intentionally added PFAS unless using the intentionally added PFAS in the product is deemed unavoidable by the commissioner (Sec. 31).
Prohibits knowingly selling, offering for sale, or distributing for sale, or using class B firefighting foam containing PFAS chemicals (Sec. 36).
